County approves MSD boundary amendment and five lateral projects to allow sewer connections and retire septic systems

The Board of Hamilton County Commissioners on May 8 authorized a boundary amendment to a 2013 intergovernmental sewer service agreement with Clermont County and approved five laterals to connect homes to Metropolitan Sewer District (MSD) mains.
MSD staff told the board the amendment redesignates a Mount Carmel Road property in Anderson Township to a different MSD service area so the property can connect to an MSD sewer that conveys wastewater to Clermont County for treatment. Both MSD and Clermont County water-resource staff determined the downstream systems have capacity for the additional flow, and Clermont County’s board has already approved the amendment.
In addition, the board approved five individual lateral-construction projects for properties that currently use household sewage treatment systems (septic). The county estimated the combined construction cost for the five projects at about $207,700; funds will come from the Household Sewage Treatment System (HSTS) elimination allowance included in the 2025 capital-improvement program, so no new appropriation is required. Each benefited property may be assessed up to $12,000 after construction; owners may pay upfront or amortize the assessment on property taxes over 20 years. The county said all five properties supported the projects and no public hearings were required.
What’s next: County and MSD will proceed with design and construction of the lateral connections; homeowners will receive assessment notices after construction completion if they do not pay up front.
