The Newton County Board of Commissioners unanimously appointed the county’s five elected commissioners to the Newton County Public Facilities Authority and approved a separate resolution consenting to the Authority’s consideration of issuing revenue bonds on behalf of other governmental entities.
County attorney Patrick Jogstetter explained the Public Facilities Authority, established by the General Assembly in 2020, is a financing vehicle that can issue bonds for government‑related projects. Under recent statutory changes, the Authority may borrow on behalf of entities other than the county — for example, a city — but state law requires the board of commissioners to consent to such financing arrangements.
The board approved resolution R05062025 to appoint Stan Edwards, Damon Mason, Andre Cooper, J.C. Henderson and Leon Long to the five‑member Authority. The board also approved R05062025A, which authorizes the Authority to consider issuance of revenue bonds for projects that could include the county’s planned 911 facility and certain infrastructure projects requested by the City of Covington. The attorney emphasized this action does not obligate the county or the Authority to repay city debt; it permits the Authority to act as a conduit under state law if the Authority and the borrowing party agree to terms and security.
Why it matters: The appointments and consent resolution set governance and legal authorization needed to use the Authority as a financing tool for the county’s upcoming capital projects and for requests from other units of government. The Authority’s board will meet immediately after the BOC meeting to adopt additional resolutions to move financing forward where appropriate.
