Clint, the city presenter, told the commission the site has 74 stalls while the ordinance requires 77 and that the applicant’s parking study “determined that the 74 stalls provided would be adequate for the uses that are being proposed on the site.” He also said the staff recommendation includes adding bicycle parking. The applicant, Hilda, described the proposal as “a business mall where we are giving the opportunity to small businesses, to start in a easier way.”
Commissioners asked clarifying questions about the coffee-shop concept and the applicant explained it would function as a shared waiting area for businesses in the mall. No member of the public spoke for or against the change during the item’s hearing.
The commission recorded a roll-call vote with all present members voting yes. The approval carries the staff conditions noted in the project packet, including the bicycle parking requirement and the parking-stall reduction documented in the staff report.
