DeBary council OKs Kimley‑Horn preconstruction work for Alexander Island; GMP expected by July

The City of DeBary approved Kimley‑Horn’s IPO 24 on Tuesday to provide preconstruction and construction-phase services for the Alexander Island project, moving the development closer to a guaranteed maximum price (GMP) later this summer.
Parks and Recreation Director Jason Scheitz told the council the IPO includes four tasks: two design-change tasks required for permitting, a constructability review to be coordinated with the contractor, and construction-phase services that are contingent on council approval of a GMP later this summer. He said tasks 1–3 should proceed immediately upon contract approval.
Scheitz identified the project line item in the parks and recreation infrastructure budget and said the St. Johns River Water Management District approval is the primary outstanding permit. City staff said contractors aim to submit a GMP at the first July meeting; if approved, contractors said they could break ground within 30 days.
Councilmembers expressed support for moving the project forward. The motion to approve IPO 24 passed unanimously.
