Council appoints member to Hively Street intersection RFQ scoring committee; interviews planned mid-May

Staff said six firms had met with city staff and that responses to the RFQ were due Friday, May 9. If interviews are required, staff proposed May 14 and 15 as possible interview dates and asked that any council participants be available during daytime hours. Staff also explained a recent state-law change requiring qualifications-based selection: council members should rank consultants on qualifications first; price negotiations occur only after the city selects a top-ranked firm and attempts to negotiate terms.
Councilmember Zittergruen said he was willing to participate and asked to observe staff scoring if possible; staff will provide submittals in advance. Council members discussed daytime interview constraints and staff said they would coordinate schedules with consultants and the small interview panel to reduce scheduling conflicts.
No final consultant selection was made at the meeting; staff said a council recommendation would be returned to the full council on May 19.
