The Orange Village Council introduced Ordinance 2025-11, authorizing Mayor Judson A. Klein to execute a second amendment to the development agreement for the residential portion of the Pinecrest development and declared an emergency. The council set a public hearing for June 11.
Mayor Judson A. Klein described the amendment as an update to accommodate concerns raised by Waterford Court residents. He said the amendment includes items related to landscape screening to the north and maintenance of existing trees on an adjacent property and that the original agreement gives Waterford Court residents the right to review and approve proposed changes. Klein said a letter is in hand and that the Waterford Court residents have reviewed the proposal; he stated that their approval has been obtained and that they were "on board," while also noting a sign-off letter is being finalized.
A council member asked whether a public hearing was required and what exactly the council would be voting on; the mayor explained the amendment follows the approval processes established in the original development agreement and that the council will be asked to approve the amendment at later readings. The ordinance was presented on first reading; no final council action was taken at the meeting.
Council indicated the second reading will occur the following week and the public hearing will be held on June 11, when the third reading and final vote will occur.
