Commission authorizes staff to seek up to $34 million commercial paper loan for solid-waste capital projects

Brevard County commissioners voted 5-0 on May 6 to authorize staff to seek a pooled commercial paper loan not to exceed $34,000,000 to finance capital improvements for the Solid Waste Management Department.
County staff described the request as funding four primary projects: completion of Phase 1 site development on the U.S. 192 site, construction of a replacement Titusville transfer station, expansion of the Mockingbird Way mulching facility, and initiation of construction of Cell 3 of the Class 1 South landfill at the Central Disposal Facility. Tom (county staff) presented the financing request and answered commissioners’ questions.
Public commenter Sandra Sullivan asked for greater transparency about project cost escalations and current contract awards; she noted prior bid awards and asked the county to clarify current total project cost and schedule because the county is shipping waste while construction proceeds.
The motion to authorize staff to pursue the pooled commercial paper loan and to allow the county manager to execute related budget adjustments was made by Commissioner Altman and seconded by Commissioner Atkinson. The roll call vote was unanimous: Delaney — yes; Vice Chair Goodson — yes; Atkinson — yes; Altman — yes; Chairman Feltner — yes.
Ending: With board authorization, county staff will proceed to seek the loan and handle necessary closing documents and budget adjustments; staff will return with closing documents and allocate proceeds to the listed solid-waste projects.
