Ed Lee, director of purchasing, said the purchasing department oversees procurement of materials, the city warehouse, city garage, the airport and risk management functions.
"The city warehouse is responsible for maintaining an inventory of materials and supplies that are needed for other departments to perform their day to day operations efficiently," Lee said, noting supply-chain challenges after COVID and ongoing efforts to maintain inventory while staying within budget. He described a four-mechanic garage that keeps city vehicles operational, with regular hours and on-call coverage for after-hours emergencies.
Lee said the purchasing function includes bid and procurement processes intended to provide materials "at the proper time, in the proper place, right quantity, good quality, and price consistent with the needs of the city." He also described the airport as a full-service facility with two runways, hangars and refueling and said the airport has received more than $4,000,000 in grants since 2020.
The presentation stressed continued grant-seeking to maintain runways, taxiways, ramps and navigation aids. Lee praised staff dedication but did not present formal procurement actions or contract awards during the address.
