Fayetteville planning staff to move toward 2024 ICC code adoption; staff certification and ordinance work planned

Planning and Codes Director Chris Jitrick updated the board on an imminent move from the 2018 International Code Council (ICC) codes to the 2024 cycle.
Jitrick said ICC no longer permits certification testing on the 2018 model codes, so city staff will pursue certification on the 2024 ICC codes. The city has ordered the new codebooks (ten of fifteen volumes received so far) and will use searchable PDFs of the International Building Code and International Residential Code to aid staff. He said tentative adoption and implementation is scheduled for July 2026; permits issued before adoption will remain under the 2018 codes.
Staff noted some codebooks (for example the property maintenance code) may not arrive until later in the year, which could affect the drafting timeline. Planning staff will coordinate with the fire department and public works on any ordinance amendments required by the new codes and will present ordinance language and appendices for board consideration as the drafting process proceeds. Jitrick emphasized the need to review state regulations and select appendices carefully and said the change also affects ISO inspection considerations.
