Campton Hills to review pre-annexation proposal and schedule public hearing on comprehensive plan update

The Campton Hills Village Board said it will take public comment and further review next meeting on a pre-annexation proposal for a large tract once proposed to be part of a Saint Charles development. The developer (Shodine) plans to present a pre-annexation concept for about 962 acres south of Route 38, and trustees were told that roughly 462 acres of that acreage would be preserved as open space under the concept presented to staff.
Why it matters: The parcel — described in the meeting as the former Ryan property between Brundage Road and LaFox Road south of Route 38 — has been the subject of prior development interest and would, if annexed and approved via a planned-unit-development (PUD) zoning process, significantly change the village’s future planning area.
Administrator Mark Rooney said the developer wants assurances before filing a formal zoning entitlement and that the village would consider a pre-annexation agreement contingent on PUD approval. Rooney told trustees the PUD would likely be a preliminary plan (not a combined preliminary/final) and that the development would be phased; the annexation and PUD would be considered together in future board action.
Rooney said the proposed concept aims for roughly 900 units on about 500 developable acres after accounting for the open space and floodplain protections. “462 plus or minus will be open space,” he said, adding the developer is seeking limits on road connections (for example, no bridge connections to Brundage Road and a single connection to Harley) to reduce traffic impacts and protect creeks.
Comprehensive-plan public hearing: Trustees were also told the updated village comprehensive plan (comp plan) will be the subject of a public hearing on May 22 at 5 p.m. The plan includes new maps and discussion of future planning areas; staff encouraged trustees to attend the May 22 presentation and public hearing.
Board action and next steps: The board placed the pre-annexation concept on the agenda for discussion at the next meeting and indicated that the developer’s pre-annexation deposit will cover village legal, engineering and planning review costs. The developer has agreed to pay elevated escrow amounts and consultation fees; the village attorney said such fees would be reimbursable under the code if required.
Discussion vs. decision: No annexation or zoning approvals were granted at the meeting. Trustees were invited to ask questions of the developer and will consider a pre-annexation agreement and a PUD application at future meetings if the developer submits formal materials.
