Board opens discussion on downtown entertainment district, asks for boundary and time input

Planning and Codes Director Chris Jitrick brought an initial draft for an entertainment and arts district to the work session for general discussion and public awareness.
Jitrick said the draft originated from a committee suggestion and a straw-man proposal submitted by Alderman Keenan; it was intended to start a community conversation rather than to serve as final language. The board discussed possible district boundaries (suggestions included Edison Street to the north, Main Avenue on the east and Market on the south side) and raised questions about how the city’s current alcohol-permit ordinances and church locations would interact with an entertainment district.
Aldermen said they wanted clarity on permitted days and hours, noise and special-event permitting, and which body or staff would approve temporary permits; someone noted many downtown businesses are closed on Monday and Tuesday, which might influence timing. Planning staff and the attorney said the draft is a starting point and legal review will be required. One alderman suggested the city needs clear boundaries to avoid conflicts with churches, nearby residences and short-term rentals.
The board asked aldermen and staff to provide written comments and suggestions to Director Owens by May 16 so the planning committee can review them before returning a recommendation to a future work session. No ordinance was introduced or voted on; the item was advanced only as an information-and-feedback step.
