Beavercreek, Ohio — The Planning Commission voted 3-1 to approve S25-3, a replat that divides Vineyard Christian Fellowship’s 12.139-acre parcel to create a new 3.429-acre buildable lot (Lot 3) and retain an 8.71-acre Lot 2. The motion carried after discussion about vehicle circulation and future access.
Pete Vitale of LJV, representing Vineyard Christian Fellowship, told commissioners the church had excess acreage and parking and wants to market the unused portion. Staff planner Colin Carville explained the replat preserves the CPUD 96-2 zoning that governs the campus and noted the replat includes an ingress/egress easement that follows an existing paved driveway serving Vineyard, the senior center and adjacent uses.
Several commissioners raised circulation and safety concerns. One commissioner described the site as accessed primarily through shared drives tied to the senior center and Resident Sciences, noting some one‑way markings remain from earlier layouts and that much of the church’s southern parking area sees infrequent weekday use. The commission emphasized that any new building on Lot 3 would require a site plan and PUD review and that staff would assess traffic, curb cuts and circulation as part of that future process.
Action and vote: the commission approved S25-3 with three standard plat conditions 3-1 (Mister Francis: yes; Mister Jones: yes; Mister Silk: yes; Mister Fountain: no). The file lists Lot 2 at 8.71 acres and Lot 3 at 3.429 acres; staff noted prior right-of-way dedications and small acreage differences from earlier records likely reflect past roadway and right-of-way adjustments.
The approval creates a new buildable parcel but preserves the existing PUD; staff said future development proposals for the new lot will return to the commission and to City Council for review as required by the PUD.
