A continued public hearing for a multiunit proposal at 20 Pawson Street was moved to the commission’s June meeting after the applicant reported that revised plans had been delivered to DEP but not received electronically by commission staff.
The item is significant because the revised submission reduces the footprint of proposed buildings and claimed alterations to the 100-foot riverfront buffer; commissioners said they could not proceed without an electronic, titled plan and a clear depiction of trees and the proposed limited-work/no-cut line.
Attorney John Kelty, representing the owner Samir Zapaj, said the revised site development plan reduces the depth of the westerly proposed dwelling, removes proposed retaining walls, adds a ground-level deck and reduces the total alteration of the 100-foot riverfront and buffer zone to 520 square feet. Kelty said the plan incorporates the pending FEMA flood map and shows a conservancy elevation of 38 feet.
Commissioners and staff said they had not received the revised set electronically and could not evaluate on the record. Commissioner Mike Rizzo and staff asked that the applicant provide a titled, scaled PDF of the revised existing-conditions sheet and the new plan; staff said the commission needs tree caliper information for all trees 6 inches and greater within the buffer/no-cut area. The applicant agreed to show trees of at least 6-inch caliper and to depict a no-cut zone on the recorded subdivision plan that would protect land between the erosion control limit and Strongwater Brook.
Commissioner Michael Vivaldi moved to continue the matter to the June meeting; Commissioner Amanda Green seconded. The motion passed 6–0. The commission asked for an electronic submittal before the next meeting so staff and commissioners can review the revised sheets in advance.
