MPO reports FY2025 federal funds fully obligated; NDOT retools SR‑225 package after high bids

MPO staff reported that all federal fiscal year 2025 federal gas tax funds have been officially obligated and gave an update on upcoming lettings and recent bid outcomes.
"If you look on the bottom section, especially in the areas that are shaded gray ... under the balance category you will see all zeros. We have officially obligated all of our federal or state fiscal year 2025 federal gas tax funds," Doug, MPO staff, said. He said MPO staff will begin rolling out 2026 funding next month.
Staff reviewed the MPO’s 18‑month letting list and reported a notable result from the April 9 bid letting for State Road 225: none of the submitted bids were below the engineer’s estimate. Doug read the two low bids in the record—one was over $21,000,000 and another over $35,000,000—and said INDOT is reassessing the package and will offer the 225 bridge project separately.
Scott, INDOT representative, described the change: "The package that we tried to sell in April involved two projects ... We have separated the two and the State Road 225 Trust Bridge. We are now targeting a January letting of 2026." Scott said INDOT hopes the additional time will let staff review funding and set an appropriate allocation to attract bidders.
Separately, staff said the May 7 bid letting was moved to May 14 after a redesign of a State Road 63 package from pipe lining to pipe replacement because the pipe was "actively failing," requiring accelerated work and a special letting. Other schedule changes noted by staff: a State Road 38 project moved from an August letting to November, and three Ninth Street projects in Lafayette are currently slated for a Jan. 26 letting.
The board did not take a formal vote on these operational updates; staff indicated they would continue coordination with INDOT and project sponsors and report back as schedules and funding are finalized.
