Tippecanoe MPO adopts 2026–2030 Transportation Improvement Program

The Tippecanoe County Metropolitan Planning Organization (MPO) Policy Board approved resolution T25‑O6 to adopt the 2026–2030 Transportation Improvement Program (TIP) at its meeting, finalizing how federal gas tax funds will be allocated for local road, transit and airport projects.
The TIP is the five‑year, short‑range program that allocates federal funds for construction, reconstruction and preservation of transportation projects. Doug, MPO staff, told the board the draft covers state fiscal year 2026 (beginning July 1) through 2030 and includes INDOT projects as well as locally sponsored road and transit work. "This is a very exciting day in terms of the development of the draft transportation improvement program," Doug said.
MPO staff summarized the outreach and review that informed the draft. Local project proposals were collected last fall; the MPO posted a draft in early February and conducted public notices and meetings, including a March 12 public meeting held with the Citizens Participation Committee. Doug said the MPO ran a short three‑question survey on Nextdoor and Facebook that drew "very good response, over 660 responses," and that the full survey results are posted on the MPO web page. The MPO tech committee reviewed priorities and recommended adoption.
Federal review prompted edits. Doug said the Federal Highway Administration (FHWA) submitted comments in April that required "substantial change to the document," including revisions tied to environmental justice reviews; staff updated the online document and prepared a summary of changes available on request. The MPO also received minor comments from INDOT and from the Federal Transit Administration (FTA) none were substantive in this record.
The draft TIP identifies local federal investments including Lafayette’s South Ninth Street construction, West Lafayette work on portions of Soldier’s Home Road and a Tippecanoe County improvement to 600 North/50 West near Harrison High School, MPO staff said.
Board members moved and seconded adoption of resolution T25‑O6. During a roll call vote members who recorded "aye" included Jody Hamilton, David Byers, Gary Schroeder, Steve Snyder, Cindy Murray and Scott Chandler; the motion carried and the resolution was adopted. The board did not record any opposing votes in the meeting transcript.
Doug told the board the MPO will begin rolling out 2026 programming next month and that staff can provide the FHWA change summary to board members on request. The adopted TIP and supporting materials are available on the MPO website or by contacting MPO staff.
