Invitation Cove townhome plan put on hold pending Orange County school capacity letter

A 43-townhome major development plan in the mixed-use downtown district cannot proceed to public hearings until the city receives a school capacity letter from Orange County, staff told the DRC.
The Development Review Committee on May 7 reviewed the major development plan for Invitation Cove, a proposed 43-townhome development in the mixed-use downtown zoning district, and confirmed the plan cannot proceed to public hearings until Orange County provides a school capacity letter.
Amir Hamza, the project manager, said planning and zoning staff had no further comments but noted the plan “cannot go forward for public hearings till we get the school capacity letter back from Orange County.” No representative for the applicant was present at the meeting.
City divisions present at the DRC — police, public works, fire and building — recorded no outstanding departmental comments during the entitlement-level review. The committee advised the applicant to obtain and submit the county’s school-capacity determination before the major development plan is scheduled for planning commission and city council public hearings.
No formal action or vote took place in the DRC meeting; the item remains incomplete until the school letter is submitted and departmental comments, if any, are addressed.
