Apopka DRC reviews Shoppes at East Shore PD amendment to convert stormwater tract to commercial outparcel

The Apopka Development Review Committee on May 7 considered an amendment to the Shoppes at East Shore planned development that would convert a previously reserved stormwater tract along the frontage into a commercial outparcel and clarify that tire sales and service are an allowed use.
The change was presented by Jean Sanchez, the project manager, and the applicant’s attorney, Jonathan Hules of the Lance Law Firm. Hules said engineering submitted and approved by the city and the water management district showed “that that rear stormwater pond was adequate to service the entire project,” and therefore “it did not need that additional stormwater tract that was along the frontage.”
The amendment affects the parcel labeled Lot 6 on the submitted materials and would reroute frontage parcels 2, 3 and 4 and the southern entrance into the rear pond. City staff noted the entitlement change applies to the PD-level plan only; the outparcels must still complete major development plan and construction-site plan review before construction. Jean Sanchez said staff will upload the approved construction-site plans and the applicant agreed to provide the construction documents already approved for the grocer and dentist parcels.
Planning staff and DRC members asked that the applicant provide the submitted engineering documents to the project record so reviewers can confirm the rerouting. Vlad (city engineer) raised the initial concern about removal of the stormwater tract and asked that the engineering files be uploaded for review. Hules agreed to coordinate and confirmed the engineering firm’s calculations showing the back pond’s capacity.
Staff responses at the meeting were otherwise procedural: police, public works, fire and building divisions had no additional comments on the PD amendment at the time of the DRC discussion. The DRC did not take a formal vote; the item remains an entitlement amendment pending submittal of the construction-stage materials and completion of departmental reviews.
The city will retain the submitted engineering documents and the applicant must complete required construction-stage approvals before constructing any outparcel.
