A consultant inspected the site and staff said tests found “severe settling” with foundation elevation differences of up to three inches across the affected footing; staff told council the condition could lead to a catastrophic failure in the event of seismic activity.
City staff recommended an emergency declaration to allow immediate repairs. Staff estimated the repair work at approximately $28,300 to address the foundation first, with subsequent cosmetic repairs such as carpet replacement handled by city staff. Staff said funding is available in building maintenance and operations. A councilmember emphasized employee safety and moved to approve the emergency declaration; the council voted 5‑0 to authorize the work.
Staff said they contacted specialty foundation firms and one responder inspected and concurred with the need for prompt repair; the contractor’s quote and staff authorization will allow the city to proceed without a competitive procurement delay under the emergency finding.
