City staff described the parcels to the council: one is a triangular remnant resulting from Caltrans’ relinquishment of Highway 86 to the city; the other is a parcel at the northeast corner of East 12th Street and N Street. Staff said this action is the first step in the statutory surplus‑land process and that state law requires the city to make surplus parcels available to entities associated with affordable housing before broader disposition.
“This is just the first step that would initiate the surplus lands act portion of it,” staff said, and noted the council will see follow‑up items if affordable‑housing entities express interest. Staff also said the city would likely obtain a broker’s opinion of value rather than a full appraisal when it reaches the sale stage, and that the parcels will return to council for final decisions after required notices and offer periods.
Council moved and seconded the resolutions and voted to approve them unanimously.
