MPO approves UPWP salary reallocation, PL fund reobligation and accepts FDOT certification review

The Pasco County MPO approved several administrative items at the May 2025 meeting: a reallocation of salary savings in the Unified Planning Work Program to support completion of an ADA and transportation resiliency plan, a TIP modification to reobligate previously deobligated PL funds into the FY 2025–2026 UPWP, and acceptance of FDOT’s joint MPO certification review recommending continued certification with a low risk rating.
Laurie Schadiger presented the UPWP request and asked the board to approve reallocating salary savings to planning work that will finish the county ADA and transportation resiliency plan and to incorporate closeout funds from fiscal 2023–24 grants into the current grant period. A motion and second were made; the board approved the reallocation unanimously.
MPO staff later presented a correction to the PL fund amount in the TIP: previously published figures contained an Excel rounding error and an incorrect fiscal-year label. Staff asked to modify PL funds in the TIP from $3,105,502 to $3,390,970 to reflect a $285,468 reallocation into fiscal year 2026. Staff explained the packet had been updated to correct the error. The board did not request changes and the modification was recorded.
FDOT’s joint MPO certification review was presented and the board accepted the report; FDOT assigned the Pasco MPO a low level of risk for 2025 and recommended recertification. Board members publicly thanked Laurie Schadiger and MPO business staff for financial management work cited in the review. Each administrative item was approved unanimously.
