GoPasco unveils 10-year transit plan with two BRT corridors, microtransit and park-and-ride proposals

GoPasco presented its 10‑year Transit Development Plan to the Pasco MPO on May 2025, proposing two bus rapid transit (BRT) corridors, microtransit services, new circulators and infrastructure investments including transfer centers and park-and-ride sites.
James Flaherty of GoPasco introduced the plan and consultant Kayla Houghton said, "this is actually 1 of the first TDP's in the state of Florida that's being completed under this new rule." The study combined public outreach, census and land-use review and projected ridership to set priorities for the next decade.
The outreach reached more than 500 people: about 300 survey responses and more than 60 public-workshop attendees and 10 stakeholder interviews. Respondents most often asked for more frequent service, later evening service, Sunday service and a real‑time app for bus arrivals. The consultant recommended two priority BRT corridors — US 19 and State Road 54 — plus an East–West connector on SR 52, a Ridge Road connector to serve the Moffitt/Airpark area, a Zephyrhills circulator, and a ‘‘Wiregrass Hopper’’ to link Wiregrass, outlet centers and The Grove.
GoPasco proposed complementary infrastructure: four transfer centers (two already in local planning), multiple park‑and‑ride locations along the Suncoast Parkway (including potential Ridge Road and SR 52 sites), transit signal priority and queue‑jump treatments, upgraded bus stops and a marketing program. The consultant estimated a phased implementation schedule with circulators and initial microtransit in the near term, connector and microtransit rollout in 2027–28, BRT implementation around 2030 and the Wiregrass Hopper in 2032; the plan notes annual updates can accelerate or delay projects as funding and agreements change.
Several commissioners urged follow-up coordination with HART (Hillsborough Area Regional Transit), the Turnpike Authority and FDOT about Ridge Road park‑and‑ride and express connections; Commissioner Jeff Mariano asked staff to convene the consultant, HART, the Turnpike Authority, FDOT and GoPasco to study the Ridge Road connector and related park‑and‑ride opportunities. The board asked staff to return with options for further study and partners.
GoPasco staff said the plan is required by FDOT rules for continued state funding and is not a binding capital budget; it is a strategic, phased vision to guide service and capital requests.
