The Rock Springs City Council unanimously approved a resolution accepting a commercial real estate purchase contract and counteroffer with R and M Way, authorizing Mayor Max Mickelson and City Clerk Matthew L. McBurnett to execute the contract on behalf of the city.
Council discussion noted the contract includes a construction schedule: the buyer must commence construction within one year and complete it within five years. A councilor said the schedule was intended to ensure the building does not remain unused, noting previous attempts to redevelop the downtown property stalled amid higher construction costs and the impact of the COVID-19 pandemic.
Councilors described the deal as the latest effort to revitalize downtown and expressed optimism that the contract’s timing provisions will prevent long-term vacancy. One councilor said the estimated completion cost had risen from roughly $4 million to $10–12 million since initial plans were drawn, and the contract language is intended to hold the buyer to a defined schedule.
Councilors thanked prior administrations for their work on the property and said they hoped the new contract would produce visible progress. The motion carried unanimously.
