Budget committee moves one penny from capital to general fund to close shortfall

Sumner County budget committee members voted to move one penny of the county property-tax levy from the capital projects levy into the general fund, a change the committee’s finance staff said narrows the gap in this year’s preliminary budget.

The committee’s action came after a presentation from finance staff on the county’s fund-balance trajectory and revenue assumptions. Commissioner Harrison moved the transfer from three pennies to four pennies; the motion passed with one abstention. Finance staff told the committee the shift would eliminate the need for several requested cuts and give the group modest margin to recover some previously proposed reductions.

Committee members debated the trade-offs. Supporters said the move preserves funding for ongoing operations and reduces the likelihood of cutting core services; a commissioner who abstained said she wanted to wait for mid‑month sales‑tax numbers before approving structural changes. Finance staff said they would publish the revised budget and that departments would still have the opportunity to request adjustments at the next hearings.

The committee also discussed timing constraints required by statute for publishing a budget (a 10-business-day public notice was cited by staff) and agreed to reconvene if updated revenue information made further adjustments necessary.

The committee directed staff to incorporate the penny change into the published preliminary budget and to prepare a list of the specific departmental items that could be restored if later revenues permit.
