Board approves multiple property cleanups, imposes fines; one cleanup vote fails

The Board of Public Works and Safety on May 7 reviewed Code Enforcement reports and issued cleanup orders for multiple properties across the city, attaching fines in at least one case and rejecting staff’s recommended action on another.
Randy, the city code enforcement officer, presented a list of properties with trash, building materials or other violations. The board approved property-cleanup orders for several parcels including 516 Dezardi Street, 231 East Miami Avenue (a $250 fine was attached), 1408 North Street, 1500 North Street, 316–318 Grove Street, 420 Eighteenth Street and 70 Eighteenth Street. Each approval was recorded by roll-call votes.
On 231 East Miami Avenue the board attached a $250 fine and approved the cleanup motion. Randy said that for repeat or multiple violations the city has a stepped fine structure; he said the initial fine for a repeat violation is $250, and subsequent violations in a 12‑month period can range from $500 up to $1,000. He also said properties that qualify as multiple violations may incur an automatic $100 administrative fee.
The board handled 1821 Smead Street differently. Staff reported the property had repeated building-material violations and earlier had lacked a building permit. At the May 7 hearing the owner said the materials had been cleaned up but staff noted a history of recurring issues. When the board voted on the recommended cleanup action for 1821 Smead Street, all three board members voted no; that motion therefore failed.
For several properties, staff said cleanup work has been completed or is in progress. Where owners did not appear, the board authorized cleanup to proceed through city action and placed fines or administrative charges as described in the motions. Randy said property owners who receive fines may remit payment through the treasurer’s office.
