Council annexes 4.92-acre parcel for Penske parking expansion

The Goodyear City Council on April 28 adopted an ordinance annexing approximately 4.92 acres along West McDowell Road to permit Penske to expand paved truck parking for its nearby operations. The annexation ordinance passed 6-0.
Justin Gabrielson, senior planner, reviewed the parcel’s history and said the site is immediately adjacent to existing Goodyear corporate limits and is currently surrounded by city land. Gabrielson said if annexed and developed to city standards Penske would construct additional truck parking and improved surfacing; the parcel would be zoned the city equivalent of I-2 General Industrial Park.
When asked by Councilmember Hampton whether the parcel would become paved parking, Gabrielson replied, “it would just be additional parking for their trucks, waiting for rental.” Councilmembers had no additional public comment and the council closed the public hearing and adopted Ordinance No. 2025-1632 by unanimous vote.
Staff noted that annexation allows the city to ensure improvements meet Goodyear standards; if developed under county rules the city would not benefit from the parcel improvements.
