Brian Bliss, chief appraiser, said the county, the county school board and the City of Brunswick chose not to provide rollback rates, so the vendor will use assessment notice form PT‑306E. Bliss said the vendor and a state contact, “Robert Goodman, who's the director for the state of Georgia,” advised that PT‑306E “is only gonna include the millage, the M and O,” meaning the notice will not display other taxing items or a total estimated tax that taxpayers have seen previously.
Bliss warned the board that omission of rollback and other levies will likely confuse taxpayers. “Taxpayers are gonna think, well, this is all I owe,” Bliss said, adding that the final tax bill mailed in September will often differ significantly from the June assessment notice.
Bliss said the county had asked the vendor to delay mailing two weeks to accommodate vetting of vendor data; the office expects to mail notices on June 6. He said the vendor received files in early April after House Bill 92 became law April 1, and staff will continue internal checks before notices are mailed.
Before voting, a board member asked whether staff had coordinated with county departments about excluded special assessments; Bliss said he had notified county staff that stormwater and sanitation would not be included on the estimate. The board voted to approve sending the 2025 assessment notice PT‑306E and to authorize staff to send the notices and later pass the finalized digest to the tax commissioner in July.
