Council hears update on Sierra Vista Golf Center renovations, Paradigm operations and neighborhood concerns

Parks staff and the city’s project lead described ongoing renovations and new operations at Sierra Vista Golf Center and answered council and resident questions about hours, lighting, safety and the clubhouse redesign.

Parks staff said the facility’s new “bay ranges” provide a Topgolf‑like entertainment venue and that Paradigm, the private operator, runs driving‑range entertainment, a converted portable pro‑shop bar and expanded programming including free children’s lessons. Staff reported a busy spring kickoff event and said staff and the operator are installing new monument and directional signage, ordering replacement front signs, and changing range lighting from high floodlights to low‑glare vertical LED fixtures to reduce light intrusion.

City staff said Paradigm’s daily driving‑range revenue estimates originally used in projections ($275 per day) have been exceeded; staff reported the range is now generating between about $500 and $700 on many days and that Paradigm reported over 600 memberships. The operator’s restaurant currently operates roughly 7 a.m.–7 p.m. daily, and the converted pro‑shop/bar near the range serves food and bar items in the late afternoon and evening.

Council members and residents raised concerns about nighttime hours and neighbor disturbance. One council member proposed closing the range at 8 p.m. rather than 9 p.m.; staff explained the contract and the parks ordinance give the contracted operator control over hours subject to director approval, and changing hours would require renegotiating the contract if the operator did not agree. Staff said starters brief new golfers on safety and course etiquette, and that the operator has increased starter coverage. Residents described occasional errant shots and at least one broken window; staff and a resident said homeowners living adjacent to the course generally accept that errant shots are a known risk of living near a course. The city and operator advised golfers that responsibility for damage is expected to rest with the individual golfer, and staff said the fire marshal and building officials had reviewed facility changes where relevant.

City staff and the architect are continuing work on a clubhouse redesign to increase multipurpose seating and breakout rooms while limiting structural interventions because of the building’s existing engineering and tile roof; staff said conceptual pricing and options will be brought to council and that some budget is available in the next fiscal year. The removed tennis courts and pool debris were used to regrade and add parking capacity near the facility; staff said additional beautification of the former pool area is under discussion with the operator.
