Members of the FY‑26 conference committee raised concerns about language placing settlement funds into the budget and asked for a report from the Green Mountain Care Board on the distribution of those funds.
Committee members said the funds in question represent amounts owed to primary care providers for past underpayments rather than a new appropriation, and noted differing views among committee members and health‑care advisers about whether the language belonged in the budget. One committee member said they could not accept the proposed language without more vetting from health‑care committee members.
To resolve the dispute, a committee member asked that the Green Mountain Care Board report back on how the money is distributed. Committee leadership indicated they would work with Chair Black and Representative Hooten and that, if the parties could agree on language by the following morning, it could be accepted. The committee asked staff to prepare short language for inclusion in the budget and to circulate it the next morning.
Separately, committee members discussed asking for a high‑level distribution report of an $11,000,000 allocation referenced in the meeting. Staff and members said they preferred to avoid getting between private organizations but sought clarity about how funds were disbursed.
No formal vote was recorded on this request; committee members described the action as a direction to seek a report and to finalize language quickly for morning review.
