The Mill Creek City Council approved a resolution authorizing the city manager to execute an interlocal agreement with the Washington State Criminal Justice Training Commission (CJTC) to provide part-time instructors for satellite basic law enforcement academies.
The police chief presented the agreement and said it addresses recent staffing and academy-capacity issues by allowing local officers to serve as part-time instructors at regional satellite academies. The chief said the state’s reimbursement rate is $65 per hour of instruction; that rate covers the instructor’s hourly cost but does not cover overtime.
The chief explained the work will typically occur during regular business hours and be credited as in-service time rather than generating overtime. Sergeant Eikenberry, a Mill Creek officer, was cited as an example of a staff member who already serves in patrol tactics instruction and has provided training to other jurisdictions.
A councilmember supported the measure and said it is “a win-win,” noting the reimbursement rate and the common administrative concern of avoiding overtime. The resolution passed unanimously with no abstentions.
The interlocal agreement permits the city to contribute to region-wide training capacity while offsetting instructor costs through state reimbursement; it will be executed by the city manager per council authorization.
