Perez said because Excel is a state-approved contractor, the procurement did not require a competitive bidding process under city policy for work above the city’s $30,000 procurement threshold.
Perez said the city obtained additional environmental testing on the building interior that removed some contaminants of concern and that the contractor will proceed with demolition. Council voted 5-0 to ratify the agreement.
