On May 8, 2025, the Jefferson County Planning and Zoning Commission amended the county’s future land-use map for the intersection of Cahaba Beach Road and Sacred Hollow Road and approved a limited rezoning for the northern parcel at that intersection.
Staff presented land-use case LUA20250001 and zoning case Z250012 for properties owned or controlled by Alexander Jones (Sacred Hollow Road Properties LLC). Staff recommended commercial designation for the applicant’s northern parcel while designating surrounding parcels agricultural because of conservation covenants and floodplain considerations. The commission voted to amend the land-use map to show low-intensity neighborhood commercial use for parcels around the intersection and agricultural for other parcels.
During the public hearing, Jaquice Boyd of 3600 First Avenue North, Birmingham, said she initially was not opposed but became opposed when the applicant included the southern corner; she cited an existing conservation easement and expressed concern about changing uses adjacent to Water Works property. Jones told the commission he would withdraw the south-side parcel from the rezoning request and said he had placed covenants on surrounding acreage to restrict development. He said he planned to reserve a roughly one-acre parcel for a home and had been approached by a church interested in part of the property.
For the zoning motion (Z250012), the commission approved rezoning for the northern parcel only and included staff-recommended considerations recorded in the transcript: encouragement of low-intensity neighborhood commercial uses at the intersection, limits to contractor office and neighborhood commercial uses, retention of residential character of the existing structure unless a full commercial overhaul occurs (which would then require commercial building-code compliance), use of permeable surfaces for parking and drives, and keeping property within the northeast quadrant that lies in floodplain designated agricultural.
Commissioners discussed that the planning commission’s role is advisory on zoning and that the Jefferson County Commission will make the final determination at a subsequent public hearing for which property owners within 500 feet will be notified. Motions to amend the land-use map and to approve Z250012 (northern parcel only, with the listed considerations) were moved, seconded and carried by voice vote.
