Planning commission approves rezoning to allow tire pulverizing operation at Goodrich Drive site

On May 8, 2025, the Jefferson County Planning and Zoning Commission voted to approve rezoning case Z250011 to allow expansion of an existing industrial site at 10140 Goodrich Drive to include a tire pulverizing operation.
Planning staff recommended approval. The applicant, represented by Joe Schiafano of Engineering Design Group, told the commission the company operates facilities that process carpet and other materials into fuel products and plans to add tire pulverizing to those operations. Schiafano said the company will not be changing the tires chemically and that the process will follow Alabama Department of Environmental Management (ADEM) rules.
Commissioners pressed the applicant on potential nuisances. Commissioner Brown asked about noise and smell; company representatives said they would provide equipment specifications. A company representative, Chris Coleman, said the operator could provide data from comparable facilities and estimated that a shredder’s sound level would be “100 decibels or less.” When asked how many similar facilities the company runs, Coleman said “I believe 5 or more,” and the applicant stated he was not aware of municipal complaints or lawsuits tied to their other facilities.
Staff displayed aerials and site plans showing the existing building at the site and the proposed layout, which includes a tire pulverizing area, storage for raw material, additional parking, and a stormwater pond. No conditions were recorded on the transcript beyond standard regulatory compliance.
A motion to approve Z250011 was moved and seconded; the commission voted by voice and the motion carried.
The approval allows the property’s zoning to change from I-4 (current) to I-1 (proposed) to accommodate the expansion and processing activity. The applicant and company representatives said they will follow ADEM regulations and applicable county zoning standards.
