Homeowners tell Volusia Council PACE disruption left contractors unpaid and opened liens; residents seek county help

Speakers asked the council for help identifying impacted properties, limiting contractor late-fee charges, and temporarily curbing foreclosure or lien filings until state legal matters are resolved.

Affected residents said loans approved through FloridaPACE.gov were not paid to contractors after a lawsuit between state officials and the PACE provider interrupted fund flows. One resident told the council she now faces a new contractor suit for more than $20,000 after the lender did not pay the contractor as promised. County staff and the county manager acknowledged the county had previously voted about participation and said officials were exploring options; speakers asked for a county hotline and direct guidance for affected homeowners.

Council members and staff said the county is constrained in some respects by state law but that the county chair had been seeking options. Residents requested a list of affected addresses and a temporary moratorium on liens or excessive interest and late fees until courts resolve the dispute. Staff suggested county assistance in coordination and information, and council members asked legal staff and the county manager to follow up and report on possible short-term remedies and outreach steps.
