BATON ROUGE, La. — The Senate Committee on Transportation and Public Works on Thursday adopted technical amendments and reported House Bill 312 favorably. The bill updates the state's qualification-based selection process for architects, engineers, landscape architects and surveyors for locally and state-funded projects.
Representative Gadbary introduced the bill and said the amendments are technical and do not change the bill's intent. "It's the policy of the state of Louisiana and its political subdivisions and agencies to select architects and engineers professional services on the basis of competence and qualifications at a fair and reasonable price," he said as he explained the bill's purpose. The amended language extends the same selection restrictions to "any person they contract through," preventing parties from circumventing the selection rules by using third-party contractors.
