Legislative Council approves up to $75,000 contract with PND Engineers for capitol parking design

The Legislative Council voted 11-0 to approve a contract award to PND Engineers Inc. not to exceed $75,000 for design, engineering and construction-administration services on the capitol parking revitalization project.
Senator Stevens moved to approve the contract award; the motion passed on voice and roll-call after the procurement officer described the solicitation and evaluation. JC Castle, the Legislative Affairs Agency procurement officer, said five firms initially expressed interest but only two submitted proposals. PND’s proposal was the low proposal at $71,500; the other proposal came from HALTs Engineering at $113,950. The agency recommended award to PND after reviewing proposals for responsiveness to scope requirements.
Castle described the contract will produce bid-ready construction documents and provide construction administration during any work. Serge Lesh, facilities manager, was present to explain why the project is needed. No amendments were made on the floor; the council approved the award by 11 yeas and 0 nays.
