Legislative IT outlines migration to Microsoft Teams; estimates $94,000 annual connectivity

Shay Wilson, chief information officer for the Legislative Affairs Agency, told the Legislative Council the legislature plans to convert its telephone service to Microsoft Teams and operate the service within the legislature’s own Microsoft environment.
Wilson said the existing telephone service was previously provided through the executive branch and that “we cannot utilize OIT resources to run our telephone system any longer.” He said the agency has identified a preferred provider and, including connectivity expenses, “it would total $94,000 annually.” Wilson said the plan is to convert Juno this fall with Anchorage and Fairbanks to follow in 2026. He also told the council that because “this utility is excluded under procurement procedures O2O, no legislative council action is required for this.”
The council heard this as information; there was no motion and no vote on the telephone-service migration. Members had an opportunity to ask questions during the briefing, and Wilson offered to answer questions about timing and costs.
The migration represents an operational shift from executive-branch provided telephony to a legislature-managed Microsoft Teams service; the council did not record further implementation steps or a detailed procurement schedule in the public discussion.
