Committee recommends $1.35 million contract to JTL Group for 2025 city overlay project

The Cheyenne Finance Committee on May 6 recommended City Council accept the low bid from JTL Group (doing business as Knife River) and enter a contract not to exceed $1,349,869 for the 2025 city overlay No. 1 project.
City Construction Manager Doug Klon said the overlay project is a key component of the city’s pavement management program and includes related concrete repairs. The city received four bids for the project, with JTL Group submitting the low bid of $1,349,869. Klon said staff reviewed the bids and recommended awarding the contract to JTL.
Council members asked for public comment; none was offered. A council member who drove the neighborhood noted the street condition and supported the work. The committee moved and seconded the recommendation to accept the bid and forwarded it to the City Council for final approval.
Funding for the project was identified as coming from the 2023–2026 optional 1% sales tax fund. The project will proceed subject to contract execution and scheduling.
