Committee advances ordinance updating Cheyenne solid-waste fee schedule; council member signals future opposition

City staff summarized the adjustments proposed for fiscal year 2026: a 1% increase for residential trash and recycling service (about $0.34 per household container), a 3% increase for commercial trash, 5% for commercial recycling, 2% for transfer station disposal, 3% for roll-off containers and a 1% increase for yard waste service. Staff also said the city will combine the 1½- and 2-cubic-yard container fees into a single fee to allow routing efficiencies.
Council members asked how the percentage increases translate to dollar amounts. Councilman Esquivel asked specifically for the residential cent increase; staff responded that 1% equates to about 34 cents per household container. Councilman Moody said he would remain opposed, repeating reasons he gave at the previous finance committee and noting that, even if small, he questions where increases would stop. Moody said he intends to vote no at the Monday council meeting.
A motion to approve the ordinance on third and final reading was moved and seconded in committee; the committee forwarded the recommendation to the full City Council. No public commenters registered opposition during the committee discussion.
