Borough sets up $100,000 opioid‑settlement grant program to fund local prevention, treatment and recovery

The Ketchikan Gateway Borough Assembly on May 5 approved ordinance 2068 to appropriate $100,000 from nationwide opioid settlement proceeds and distribute those funds through a borough grant program for projects addressing opioid misuse.
Finance Director Charlene Thomas told the assembly the appropriation will seed a competitive grant program. Peter Amelon, economic development coordinator, said the borough had contacted a number of local organizations that expressed interest — including the wellness coalition, recovery providers and nonprofits — and that several providers could collaborate on proposals.
Assemblymember Matson moved the ordinance and emphasized upstream prevention, treatment and recovery as grant priorities; Assemblymember Thompson seconded. The ordinance passed on a 6–0 roll call. The assembly asked staff to develop application criteria, including target populations, measurable outcomes and documentation of provider capacity, and to consider whether the borough’s grant committee should review applications or whether staff should administer the program directly.
Staff said the criteria are in draft form and will be finalized before the grant period opens; awards will be brought to the assembly for final approval.
