The Woburn City Council on Aug. 19 adopted a proposed zoning amendment submitted by CB Silver LLC to amend sections 7.3 and 7.4 so the council would have special-permit authority for single-family and two-family dwellings subject to abandonment or not used for a period of two years.
Attorney Joseph Tabby presented the ordinance committee's unanimous report and cited a July 21 city-solicitor opinion and building-commissioner review noting the amendment would be limited to one- and two-family homes in residential zones and would not conflict with state law. Councilor Demers explained the change is intended as a planning tool to address blighted properties and to enable neighborhood-sensitive redevelopment.
The council opened and closed the public hearing with no public speakers and adopted the order by roll call; the transcript records every councilor present voting "Aye."
