Council approves reconstruction of five-unit building at 628 Main Street after fire

The Woburn City Council on Aug. 19 granted a special permit under zoning section 7.6, subsection 2, to allow reconstruction of a five-unit residential dwelling at 628 Main Street after fire damage that exceeded 50% of the property's assessed value.
Attorney James Giuliano said the exterior would remain substantially the same, limited changes would be the replacement of five windows and interior rebuilding necessitated largely by smoke damage. He told the council the assessed value on the records is $1,200,000 and that modern code requirements will require installation of a fire-suppression system for the multi-family structure.
Petitioner offered a parking plan showing 12 spaces, pest-control measures (bait boxes and monitoring), and agreed to standard municipal conditions. The council added conditions that the site plan of record dated 07/07/2025 be used, that adequate pest control be in place prior to site disturbance and maintained through construction, and that any required utility openings on Main Street be restored curb-to-curb per DPW requirements.
The council made the required finding that the reconstruction is consistent with past use and not substantially more detrimental to the neighborhood, closed the public hearing and approved the special permit by voice vote.
