The Woburn City Council on Aug. 19 granted a special permit allowing the reconstruction and rehabilitation of a fire-damaged nonconforming two-family home at 56 Union Street owned by Vincent R. Leo Jr. and Barbara M. Leo.
Attorney Joseph Tabby presented revised site and elevation plans and asked the council to amend the petition's zoning citation from section 7.3 to section 7.6, which addresses reconstruction of nonconforming structures damaged by fire. He told the council the proposed work would not expand the building footprint, though the roof would be squared off and seven on-site parking spaces are shown on the plan.
Councilors reviewed municipal comments from the building commissioner and DPW and made the required finding under section 7.6 that the proposed use is consistent with past use and not substantially more detrimental to the neighborhood. Council members cited the prevalence of two-family dwellings in the area and prior practice in similar rehabs.
