Greenland select board members discussed a proposed performance-evaluation template April 20 and said the document should function as a collaborative "check-in" rather than a punitive instrument.
Board members said some employees — including elected officials or positions under separate oversight — should be exempt from the standard review process, and they discussed who would conduct evaluations for various positions. The board and staff proposed a stronger self-assessment component and recommended scheduling reviews at a time that works for employees and reviewers. "A performance evaluation feels it's a trigger and it feels more punitive before even a word has been spoken. So I think of it as a check-in," one board member said.
The board also discussed records handling and confidentiality. Members proposed that completed evaluation files be locked in the town administrator’s office and that department heads (for police and fire, for example) maintain their own records per department practice.
