The City of Papillion City Council on May 6 approved a package of ordinances and resolutions including the sale of several lots to Urban Waters LLC, a permanent storm sewer and drainage easement for SID 367 Granite Creek East, a master agreement for communications facilities in the public right of way, the Papillion-area wastewater agencies' FY2025–26 budget and a construction manager agreement for renovation of Papillion City Park.
The measures passed by unanimous recorded votes during the council meeting at City Council Chambers. Ordinance No. 2057, authorizing the sale of Lots 3–8, Block 15 and related tax lots to Urban Waters LLC, passed on a motion by Councilman Fanslow and a second by Councilman Inberg, with the council recording seven ayes and zero nays. A resolution granting a permanent storm sewer and drainage easement for SID 367 Granite Creek East (Resolution R250086) passed on a motion by Councilman Glover, seconded by Councilman Klug, by the same 7–0 tally.
Council also approved a master agreement for communications cable and facilities in the public right of way with Light Source Communications LLC (Resolution R250088) on a motion by Councilman Gaines, seconded by Councilman Klug; the council recorded seven ayes, zero nays. The City joined county and partner cities in approving the wastewater agency budget for fiscal year 2025–26 by resolution R250092 on a motion by Councilman Stubbe, seconded by Councilman Klug, with a 7–0 vote. A construction manager agreement with Mikko Haney Contracting for renovation of Papillion City Park (Resolution R250096) was approved on a motion by Councilman Klug, seconded by Councilman Engberg; the vote was 7–0.
Several routine personnel actions on the consent agenda also passed. The council reappointed Chris Toyton to the City of Papillion Planning Commission and appointed Joe Hunter to the Planning Commission; these appointments were noted and approved as part of the consent vote (consent agenda motion carried 7–0).
No substantive public opposition or extended debate on these items was recorded in the meeting minutes. For several items the mayor asked whether applicants were present; in at least one case the applicant was not present when the council called for proponents. The council did not attach specific conditions to the approvals during the recorded motions. The meeting record shows the council followed required public‑meeting procedures; the current copy of the Open Meetings Act was posted in the chamber as noted at the start of the session.
The approvals clear the way for the listed property conveyance, the drainage easement, continued rollout of communications infrastructure under the master agreement, adoption of the wastewater partner budget for FY2025–26 and the start of park renovation work under the selected construction manager agreement. Implementation steps, permits, and contractor schedules were not specified in the meeting record.
Copies of the approved ordinance and resolutions are on file with the City Clerk for anyone seeking the full text and implementation schedule.
