The Norwalk Planning and Zoning Commission voted to approve a coastal site plan application to demolish a nonconforming single-family house and in-ground pool at 5 Outer Road and replace them with a smaller, flood-compliant single-family dwelling.
Proposal details and applicant presentation Benjamin (Ben) Turner, who identified himself as the owner and architect for the project, told the commission his proposal would demolish the nonconforming residence and rebuild a smaller, conforming house of about 2,300 square feet with three bedrooms and 2.5 baths, eliminate the on-site swimming pool, and install a new septic and drainage system. Turner said the design emphasizes operable windows, screen porches, minimal energy use and use of native plantings; he told the commission, "I'm Ben Turner. I'm the owner and the architect for the project." He also said the new dwelling would be raised and configured to meet flood-elevation and coastal requirements.
Commission review and vote Commissioners asked for confirmation that neighbors were notified and that the Village Creek architectural review committee had reviewed the proposal; Turner said the ARC had approved the design. After a motion and a second, the commission held a roll-call and recorded unanimous approval. The commission discussed that the proposed location of parking and driveways, and the final details would be handled during permit review.
Next steps and conditions The applicant must finalize construction details, building and septic permitting, and any DPW or other technical sign-offs before construction. The commission confirmed that the project meets the city’s coastal site plan requirements and the applicant will coordinate final elevations and mechanical/equipment placement as part of building-code review.
