Springdale City Council on May 7 voted 7-0 to send a proposal to create a standing, public application portal for council‑appointed committee vacancies to the Rules and Law committee for evaluation.
Councilmember McFarland moved to refer the item; the motion was seconded and approved unanimously. Proponents said an open application pool would create a larger, more visible roster of residents interested in serving on boards and commissions, help answer questions about nominees' qualifications ahead of meetings and improve outreach.
Councilmember Vanover and others raised process questions about whether the application would be mandatory or optional and how the review would be structured. Vanover said the tool should be designed so council can vet applicants for technical committees such as BZA or Civil Service. "My question would be... what is our review process?" he asked. Supporters said Rules and Law would evaluate those details and that the public‑relations committee could assist with outreach once the process is defined.
Council directed Rules and Law to draft a process and return to full council with recommendations; councilmembers suggested the committee aim to develop the portal and any related rule changes over the summer so work could be ready for the next council session.
