Daytona Beach Shores adopts resolution supporting Volusia County mitigation and floodplain plan

The City Commission on May 6 approved Resolution 2025-05 to support and adopt the 2025 Volusia County Local Mitigation Strategy and integrated floodplain management plan.
Stuart Cruz explained the plan is a multi-jurisdictional document prepared by Volusia County and participating local governments; adoption helps coordinate mitigation strategies, supports efforts to reduce flood risk, and factors into the National Flood Insurance Program and community-rating-system incentives that can lower insurance premiums for local property owners.
Commissioners voted 4-0 to adopt the resolution. Cruz said routine updates to the multi-jurisdictional plan occur about every four to five years and that the resolution authorizes the city to participate in county mitigation and floodplain measures.
Next steps
Adoption places the city formally on record as supporting the county’s mitigation priorities and enables staff to continue coordination on projects and measures that reduce flood risk and the associated costs to residents.
