Mineral Wells creates assistant city manager post, appoints finance director/assistant city manager

The Mineral Wells City Council unanimously approved an ordinance to establish the position of assistant city manager and then approved a resolution appointing Erin Bovis as finance director and assistant city manager.

City Manager Jason Weeks told the council the change does not add an additional full-time equivalent position; instead, the finance director position will carry additional city-management duties and the combined title will be finance director/assistant city manager. He said the ordinance language clarifies that the assistant city manager may also serve as a department director.

Weeks described the recruitment history for the finance director role, noting prior vacancies and interim hires dating back to October 2024, and said the revised job description adds city-management responsibilities. He presented the council with the candidate’s background, saying Erin Bovis has experience in local government and related finance work, including time with Fort Worth, nonprofit organizations and county administration roles, and holds a BS in management and a master of accountancy in governmental accounting. Weeks told the council Bovis had passed pre-employment checks and was expected to begin May 12 if approved.

The council approved the ordinance establishing the new position and then approved a resolution appointing Bovis as finance director/assistant city manager by recorded votes of 5-0. Bovis addressed the council briefly, expressing enthusiasm for joining the organization.

The action followed charter requirements that department head appointments be approved by council; the city manager said the consolidated title is intended to meet the city’s leadership needs without creating an additional FTE.
