Staff recommended transmitting the amendment for statutorily required agency review and comment; final adoption would return to the Board at a later date if agency reviews are favorable.
Commissioners asked for safeguards to avoid unintended extension of services outside the project or future leapfrogging of central infrastructure into rural areas. Several commissioners said they support sending the amendment to state agencies for technical review but would oppose immediate adoption without additional guarantees that the county would retain control over future utility extensions.
The Board voted to transmit the amendment for state and agency review. Staff said that transmission does not approve adoption and that the county will use agency responses and any additional county analysis before deciding on final adoption.
