Plan Commission grants extension for Freeman Field phases 2 and 3 to 2030

The Monroe County Plan Commission on April 15, 2025, approved a request to extend the performance period for Freeman Field Subdivision phases 2 and 3 to Aug. 28, 2030. The commission granted the extension and a waiver of final hearing; the motion passed by recorded voice vote, 7–0.
Planning staff said the subdivision, originally final-platted in 2006, had substantial work completed years ago but was paused: roadways and stormwater infrastructure exist, but required sidewalks, a perimeter side path, street trees and some road improvements remain unfinished. Staff described the existing letters of credit as “willfully inadequate” and said initial updated cost estimates exceeded $1 million.
Tony Fox, who told the commission he recently acquired the subdivision, said work is underway. "My name is Tony Fox, and I recently acquired this subdivision from, mister Don Grubb," he said. Fox said he has obtained grading permits, is working on nearly a mile of walking path, and is preparing to begin Fox Lane improvements in cooperation with the county highway department.
Staff told commissioners the new owner and county staff are coordinating to complete the remaining improvements, and that the next step will be to reassess the remaining scope and update the letters of credit and estimates when the developer installs additional improvements. The extension through Aug. 28, 2030, is intended to allow the new developer time to finish the project and secure adequate financial assurances.
Next steps: staff will continue construction-plan review and will require increased security (letter of credit) adjusted for inflation at the time of renewal; county staff said they want to see installation progress before final acceptance into the county inventory.
